الاحصاء الفلسطيني يصدر بياناً صحفياً حول نتائج مسح القوى العاملة للعام 2020

أثر جائحة كورونا على سوق العمل عام 2020

يعتبر سوق العمل الاكثر تأثرا خلال جائحة كورونا المستمرة منذ مطلع العام 2020، حيث اتخذت الحكومة الفلسطينية عدة اجراءات وخطة طوارئ للحد من تفشي الجائحة، ويعكس البيان ادناه اهم مؤشرات سوق العمل الفلسطيني خلال عام 2020 وفق الآتي

14% من العاملين تغيبوا عن عملهم خلال عام 2020 بسبب الجائحة

بينت النتائج ان هناك137,600  من العاملين كانوا غائبين عن عملهم  في عام 2020 وهذا يشكل ما نسبته 14%  من اجمالي العاملين، مقارنة بـ 68,800 عامل غائب عن عمله في عام 2019. (ما نسبته 7%)

انخفاض في المشاركة في القوى العاملة

انخفضت نسبة المشاركة في القوى العاملة في عام 2020 لتصل الى 41% مقارنة مع 44% في عام 2019؛ وأشارت البيانات الى ان هذه النسبة انخفضت في الضفة الغربية من 46% الى 44% كما انخفضت في قطاع غزة من 41% الى 35% خلال نفس الفترة.

وهذا يفسر عدم ارتفاع معدلات البطالة بشكل كبير خلال العام 2020، حيث بلغ معدل البطالة بين المشاركين في القوى العاملة (15 سنة فأكثر) في عام 2020 حوالي 26٪ مقارنة مع 25% عام 2019، في حين بلغ إجمالي نقص الاستخدام للعمالة حوالي 36٪، وفقاً لمعايير منظمة العمل الدولية ((ICLS-19th.

سجلت محافظة بيت لحم في الضفة الغربية ودير البلح في قطاع غزة اعلى معدلات بطالة بين المحافظات

سجلت محافظة بيت لحم في الضفة الغربية أعلى معدل بطالة حوالي 25% تليها محافظتي جنين وسلفيت 20% في كل منهما، في حين سجلت محافظتي القدس ورام الله والبيرة أدنى معدل بطالة بواقع 7% و10% على التوالي، بالمقابل سجلت محافظة دير البلح في قطاع غزة أعلى معدل بطالة بواقع 53% تليها محافظة رفح 52% في حين سجلت محافظة شمال غزة ادنى معدل بطالة 38%.

فئة الشباب الذين يحملون مؤهل علمي دبلوم متوسط فاعلى الأكثر معاناة من البطالة

بلغ معدل البطالة بين الشباب (19-29) سنة الخريجين من حملة شهادة الدبلوم المتوسط فأعلى حوالي 54%، بواقع 69% للإناث مقابل 39% بين الذكور، في حين بلغ 52% في العام 2019 بواقع 35% للذكور و68% للإناث.

انخفاض عدد العاملين بمقدار 55 ألف عامل عام 2020 مقارنة مع العام 2019

انخفض عدد العاملين من 1.01 مليون عامل في عام 2019 الى نحو 559 ألف عامل في عام 2020 بنسبة 5%، حيث انخفض في قطاع غزة بنسبة 13% كما  انخفض في الضفة الغربية بنسبة 3%.

ولعل الانخفاض الأكبر ما بين العامين 2019 و2020 سجل بين المستخدمين بأجر بانخفاض قدره 32 ألف عامل، يليه العاملين الذين يعملون لحسابهم الخاص (صاحب عمل ويعمل لحسابه) حيث انخفض عددهم بمقدار 23 ألف عامل.

انخفاض في عدد العاملين في السوق المحلي بين عامي 2019 و2020

انخفض عدد العاملين في السوق المحلي من 877 ألف عامل في عام 2019 الى 830 ألف عامل في عام 2020، حيث انخفض العدد في قطاع غزة بنسبة 13% كما انخفض العدد في الضفة الغربية بنسبة 2% لنفس الفترة.

انخفاض في عدد العاملين في اسرائيل والمستعمرات بحوالي 8 آلاف عامل بين عامي 2019 و2020

انخفض عدد العاملين في اسرائيل والمستعمرات من حوالي 133 ألف عامل في عام 2019 الى 125 ألف عامل في عام 2020، حيث انخفض عدد العاملين بشكل كبير بين الافراد الذين اعمارهم أكثر من 50 عاماً، كما اظهرت البيانات ان معظم الانخفاض في عدد العاملين كان بين العاملين في قطاع الانشاءات بمقدار 15%، يليه نشاط الزراعة بمقدار 9% عامل، أما باقي الأنشطة فكان هناك زيادة بسيطة في عدد العاملين فيها.

7 من كل 10 عاملين مستخدمون بأجر

72% من العاملين من المستخدمين بأجر، مقابل 24% يعملون لحسابهم الخاص وأرباب عمل، و4% كأعضاء أسرة غير مدفوعي الأجر.

حوالي نصف العاملين في فلسطين يصنفوا انهم عمالة غير منظمة، وحوالي ثلث المستخدمين بأجر في القطاع الخاص يحصلون على حقوقهم

حوالي 50% من العاملين في فلسطين يصنفوا على انهم عمالة غير منظمة، بواقع 52% في الضفة الغربية وحوالي 42% في قطاع غزة.

حوالي 35% من المستخدمين بأجر في القطاع الخاص يحصلون على حقوقهم (تمويل التقاعد/ مكافأة نهاية الخدمة بالإضافة الى الإجازات سنوية مدفوعة الأجر، والإجازات المرضية مدفوعة الأجر)، بينما حوالي 60% من النساء العاملات بأجر يحصلن على إجازة أمومة مدفوعة الأجر.

36% من المستخدمين بأجر في القطاع الخاص الفلسطيني يعملون بموجب عقد عمل.  و23% من المستخدمين بأجر منتسبين الى نقابات عمالية/ مهنية.

The Impact of the Coronavirus Pandemic on the Labour Market, 2020

The labour market is considered the most affected sector during the ongoing Coronavirus pandemic since the beginning of 2020, as the Palestinian government has taken several measures in addition to an emergency plan to limit the outbreak of the pandemic.  Thus, this release reflects the most important indicators of the Palestinian labour market during 2020 as follows:.

14% of employed persons were absent from their jobs during 2020 due to the pandemic

The results showed that there are 137,600 employed persons who were absent from their jobs during the year 2020, which constitutes 14% of the total number of employed persons, compared to 68,800 employed persons in 2019. (With Percentage 7%)

A decrease in the labour force participation

The labour force participation rate decreased to 41% in 2020 compared to 44% in 2019. Also, data indicated that this percentage decreased from 46% to 44% in the West Bank and decreased from 41% to 35% in Gaza Strip during the same period.

This explains why unemployment rates didn’t increase significantly during the Year 2020, as the unemployment rate among labour force participants (15 years and over) in 2020 was about 26%, compared to 25% in 2019 while the total underutilization of labour was about 36%, according to the International Labour Organization standards (ICLS-19th).

Bethlehem governorate in the West Bank and Dier Al-Balah governorate in Gaza Strip were registered the highest  Unemployment rate in 2020.

Bethlehem Governorate recorded the highest unemployment rate in West Bank about 25% followed by Jenin and Salfit governorates about 20% while Jerusalem and Ramallah and Al-Bireh governorates registered the lowest in the West Bank Governorates about 7% and 10% respectively. in Gaza Strip Dier Al-Balah Governorate registered the highest unemployment rate about 53% followed by Rafah about 52% while the lowest registered in North Gaza governorate about 38%.

Unemployment rate was the highest among youth graduates who hold associated diploma certificate and above

54% is the unemployment rate of youth graduates (19-29) years who hold associate diploma certificate and above; 69% for females compared with 39% for males in 2020 compared to 52% in 2019; 68% for females and 35% for males.

A decrease in the number of employed persons by 55 thousand in 2020 compared to 2019

The number of employed persons decreased from 1.01 million employed person in 2019 to 955 thousand employed person in 2020 by 5%; as it decreased in Gaza Strip by 13% and decreased in the West Bank by 3% during the same period.

Perhaps the largest decrease between 2019 and 2020 was recorded among wage employees, by 32 thousand employed person, followed by self-employed workers (employers and self-employed), as their number decreased by 23 thousand employed person.

The number of the employed in the local market decreased from 877 thousand in 2019 to 830 thousand in 2020, which is decreased in Gaza Strip by 13% and in the West Bank by 2% for the same period.

A decrease in the number of Employed persons in Israel and Israeli settlements by about 8 thousand between 2019 and 2020 in 2019

The number of employed in Israel and Israeli settlements decreased from 133 thousand in 2019 to 125 thousand in 2020.  as the number of employed persons has significantly decreased among individuals over 50 years old, and the data also showed that most of the decrease in the number of employed persons in the construction activity by 15%, followed by the agricultural activity by 9%, as for the rest of the activities, there was a slight increase in the number of workers.

7 out of 10 of employed persons are wage employees

72% of employed are wage employees, 24% are self- employed and employers, while 4% are unpaid family members.

About half of the employed persons in Palestine classified as informal employment, and one third of wage employees in the private sector received their rights

50% of wage employed person classified as informal employment; 52% in the West Bank and 42% in Gaza Strip. 

35% of wage employees in the private sector contribute to (a pension fund/ retirement, paid annual leave and paid sick leave). In contrast, 60% of wage employees women have paid maternity leave.

36% of wage employees in the private sector  hired with a contract, 23% of wage employees affiliated to workers/vocational unions in Palestine
